Demand Immediate Action on Unconstitutional Military Strike Against Iran
To: Sen. Merkley, Sen. Wyden, Rep. Hoyle

February 28
President Trump launched Operation Epic Fury, a massive joint US-Israeli military operation against Iran targeting over 500 locations, without seeking Congressional authorization as required by the Constitution. This regime-change war has already resulted in over 200 deaths in Iran and triggered unprecedented Iranian retaliation across the Middle East, including strikes on US military bases and densely populated areas in Tel Aviv.
Former Vice President Kamala Harris correctly identified this as a regime-change war undertaken without Congressional approval. Article I, Section 8 of the Constitution grants Congress alone the power to declare war. The War Powers Resolution requires the President to notify Congress within 48 hours of committing armed forces and limits such action to 60 days without Congressional authorization. Trump violated these constitutional requirements by initiating offensive military action aimed explicitly at overthrowing Iran's government.
Trump himself stated that a large amount of Iranian leadership was killed and discussed multiple endgame options, including a long-term effort to take over Iran. This is not defensive action or a limited strike. This is an offensive war of regime change that fundamentally alters America's military commitments and risks broader regional conflict. Sources familiar with intelligence contradicted the administration's claim that Iran was preparing preemptive strikes, revealing there were no indications Iran planned to strike first unless attacked.
The consequences are already severe. Iran launched retaliatory strikes across Qatar, UAE, Bahrain, Kuwait, and Israel. Air travel has been disrupted, oil tankers are avoiding the Strait of Hormuz, and the FBI's counterterrorism teams are on elevated alert nationwide. The State Department issued a worldwide caution for US citizens. Iranian military sources stated operations will continue with even greater force.
I urge you to immediately pursue impeachment proceedings against President Trump for this unconstitutional act of war. Co-sponsor articles of impeachment, demand Congressional hearings, and support any measures to halt further military operations without proper authorization. The Constitution's war powers provisions exist precisely to prevent one person from unilaterally dragging our nation into catastrophic conflicts. This violation demands the strongest possible response.
