Proposal: Department of Labor – National Land Labor & Community Infrastructure Grant Program
(Also known as ORBITAL – One Revelation Beacon Illumination Truce Alumni Launcher)
Purpose
Establish a new program within the U.S. Department of Labor, staffed jointly by federal and state workers, that oversees labor coordination, logistics, and funding for the maintenance and renewal of all lands across the United States — including roadways, farming lands, commercial lots, industrial sites, and community properties. The program uses productivity analysis to identify savings and redirects those savings into competitive grants that support the public-use portions of existing, long-established businesses and community sites.
Core Functions
• Coordinate federal and state labor processes and logistics for land-related work nationwide.
• Apply a hybrid productivity coefficient to measure labor efficiency across the Department of Labor and related agencies.
• Protect federal and state funds through continuous financial oversight and analysis.
• Administer competitive grants for the renewal and maintenance of existing infrastructure that serves the public.
• Support labor coordination on global projects that advance U.S. economic and diplomatic interests.
Grant Program Structure
• Businesses and community organizations apply for grants when surplus funds are identified through productivity analysis.
• Grants fund only the renewal and maintenance of existing facilities (not new construction).
• Funds are transferred to the appropriate state transportation or public-works agency, which then follows normal competitive bidding to hire contractors.
• Eligible sites must meet the five-year continuous operation requirement and the community-benefit standards listed above.
• The public-access portion of the site is the only portion eligible for funding.
Funding Terms
• State and federal income-tax contributions to the program shall be equal.
• Excess federal tax revenue shall support international development and diplomacy.
• Excess state revenue shall support interstate cooperation and national unity.
Expected Outcomes
• Reduced overall government spending through productivity analysis.
• Improved maintenance of existing roadways, farming lands, and community-serving commercial/industrial sites.
• Stronger local employment and community investment.
• Enhanced global economic relations through coordinated labor support.
