Why has Congress abdicated its power to this Republican administration?

United States Constitution (Article I, Section 8): Congress holds the exclusive power to formally declare war, authorize the use of military force, and raise/support the armed forces. Why has Congress abdicated that power to this Republican administration? This war is not solely the fault of the administration. It is also the fault of congressional Republicans who allowed it to happen. Iran had no nuclear capabilities. Iran was not preparing to attack the United Sates. Now U.S. service members have been killed. How many more will die needlessly in a war this administration admits it has no endgame? How much money will this cost the American taxpayers? My wife and I strongly urge you and your colleagues to do everything in your power to stop this utter madness in the Middle East.
