I’m writing to urge you to Vote YES on SB 868 and get it to the Governor's desk. This bill would legalize plug-in balcony solar panels statewide — no permits, no installers, no months-long wait. The Assembly Committee on Appropriations needs to advance it, and then the full Assembly needs to pass it. California's solar industry has taken a serious hit since the CPUC slashed net metering, contributing to roughly 17,000 job losses. SB 868 is a practical step toward rebuilding momentum. With 44% of Californians renting, most residents have been locked out of rooftop solar entirely. Plug-in panels change that. Six states have already legalized this technology, and 34 plug-in solar bills have been introduced nationally since 2025 alone. California should be leading this wave, not catching up to Utah. The Assembly Utilities and Energy Committee passed SB 868 18-0. That kind of unanimous support reflects how straightforward this is. California has the sunshine, the population, and the need. Pass this bill. Thank you.
