I oppose H.R. 9495 due to its concerning provisions that undermine due process protections and give unchecked authority to the executive branch. This legislation would allow the Treasury Secretary to unilaterally designate nonprofits as "terrorist supporting organizations" without sufficient evidence or transparency. Designated organizations would have to prove their innocence within just 90 days or face revocation of their tax-exempt status, jeopardizing their vital operations and public trust. While stopping terrorist financing is crucial, this approach threatens constitutional rights and could severely impact law-abiding nonprofits providing humanitarian aid. There are already laws prohibiting material support to terrorist groups, so expediting enforcement should not come at the cost of fairness and due process. I urge reconsideration of this bill unless amended to address these significant civil liberties concerns.
