I am writing as your constituent to urge immediate action following alarming findings released this week by the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory.
The Commission, composed of senior independent rights investigators appointed by the UN Human Rights Council, concluded that "Israel is responsible for the commission of genocide in Gaza" and found "intent to destroy the Palestinians in Gaza through acts that meet the criteria set forth in the Genocide Convention."
Investigators determined that Israeli authorities committed four of the five genocidal acts defined by the 1948 Genocide Convention: killing, causing serious bodily or mental harm, deliberately inflicting conditions calculated to destroy Palestinians, and imposing measures to prevent births. The Commission found responsibility "lies with Israeli authorities at the highest echelons."
Based on methodical examination of Israeli military operations, including "killing and seriously harming unprecedented numbers of Palestinians" and imposing a "total siege, including blocking humanitarian aid leading to starvation," investigators concluded that "genocidal intent was the only reasonable inference."
Commission Chair Navi Pillay emphasized that "All States are under a legal obligation to use all means reasonably available to stop the genocide in Gaza" and warned that "when clear signs of genocide emerge, the absence of action amounts to complicity."
The United States cannot continue providing military aid to Israel in light of these findings by independent UN investigators. Our continued weapons transfers make us complicit in what the UN has determined to be genocidal acts. Under the Genocide Convention that the U.S. has ratified, we have an obligation to prevent genocide, not enable it.
I urge you to immediately:
- Vote to halt all U.S. military aid and weapons transfers to Israel
- Support legislation conditioning future aid on international law compliance
- Call for accountability measures against those responsible
- Advocate for immediate ceasefire and unrestricted humanitarian access
Our moral and legal obligations demand immediate action to end support for what UN investigators determined to be genocide. I look forward to your prompt response outlining concrete steps you will take.
