I am writing to express my strong support for the New York Health Act (S3425), which establishes a universal, single-payer healthcare system for our state. Guaranteeing healthcare as a fundamental human right is not just a moral obligation; it is a fiscally responsible policy that will save billions of dollars for both New York State and its residents. Rigorous, peer-reviewed data underscores the economic viability of this legislation. A comprehensive, independent assessment by the RAND Corporation confirmed that the New York Health Act would achieve universal coverage including all currently uninsured residents without increasing overall health spending. ​The study outlines two major financial benefits: -​ Statewide and System Savings: By eliminating commercial insurance waste, reducing provider billing burdens, and leveraging bulk-purchasing power for prescription drugs, overall healthcare spending in New York is projected to drop. The RAND model estimates that statewide health spending would be 3% lower by 2031 compared to the status quo, yielding $15 billion in annual systemic savings. - ​Household and Employer Savings: Under the Act, regressive commercial premiums, deductibles, copays, and out-of-pocket costs are entirely eliminated, replaced by a progressive payroll tax. The RAND analysis highlights that 90% of New York households would see their healthcare costs decrease, saving an average of $2,800 per person annually. Furthermore, employers who currently offer health benefits would save an average of $200 to $800 per worker. ​By removing the financial barriers to preventative care, we can catch illnesses early, lowering the long-term burden on our public medical infrastructure. The New York Health Act ensures that no New Yorker is forced to choose between financial ruin and medical care, all while driving down costs through administrative efficiency. ​I urge you to vote in favor of S3425 to secure a healthier, more financially stable future for our state.
