An Open Letter

To: Sen. Merkley, Sen. Wyden, Rep. Salinas

From: A constituent in Beaverton, OR

June 16

This is a friendly reminder that we have not overcome slavery in this country. The 13th amendment bans slavery "except as punishment for a crime". This is why there is financial incentive to lock people up, why we have for-profit prisons, and why we have one of the highest incarceration rates in the world. We cannot be a free country while this exception is still in effect. "Except as punishment for a crime" needs to be removed. We should not have slavery in this country fullstop.
