NATIONAL HOME BASE UTILITY PROTECTION ACT
Section 1 - Purpose
To create a fed and state governmental national protection system for homeowners that provides home owners a FederalState-State home warranty insurance and coverage system service.
This system is for the two most important components of a home the water and electrical system (both in and out. )
Section 2 - What It Does
Creates a single national home utility protection plan, like insurance, that covers water and electrical system failures for the home. When something breaks, the system covers the repair.
Section 3 - Enrollment
This is an opt-in program for all existing homeowners through mortgage lenders and stand alone opt in service nationally.

Mortgage companies can start offering this protection as an option; average it right in the mortgage to protect the assets
Section 4 - Cost and Payment
The plan is one flat monthly fee of approximately $200-$250 per month.
The fee is bundled into the monthly mortgage payment, the same way property taxes and homeowners insurance are escrowed. This makes it simple.
Section 5 - Administration and Jobs
This Act establishes a new department at both the state and federal level to administer the program and handle the covered repairs.
