As a member of the Armed Service Committee, please explain to me why a ‘double tap’ was necessary on drug boat, killing ‘combatants’ who were no longer a threat. Are we in a war with ‘narco-terrorist’? If so, then have you approved this war under the War Powers Act? It appears that these are extra-judicial killings of civilians who should have been captured, charged and tried for their crimes. J expect an answer!
