I am writing to urge you to ensure the United States honors its commitments to Ukraine and continues providing robust support as Russia's invasion continues. Recent polling data demonstrates that any peace proposal requiring Ukrainian territorial concessions without concrete security guarantees contradicts both Ukrainian public will and American values. A comprehensive survey by the Kyiv International Institute of Sociology published on December 15 shows that 75% of Ukrainians reject peace plans involving withdrawal from Donbas, military restrictions, and no security guarantees. This opposition remains firm despite constant Russian attacks on energy infrastructure and intense pressure from the current U.S. administration to accept Moscow's demands for withdrawal from Donetsk Oblast. Remarkably, 63% of Ukrainians say they are ready to endure the war "as long as necessary," an increase from 62% in September 2024. The survey of 547 adults conducted between November 26 and December 13 in government-controlled areas reveals a viable path forward: 72% of Ukrainians would accept a peace deal that freezes territorial control at the current line of contact with robust security guarantees, without formal recognition of occupied territories as Russian. This position aligns with what Kyiv has proposed to U.S. and European partners. Pressuring Ukraine to accept territorial concessions without security guarantees would only invite further Russian aggression. President Zelensky retains 61% public trust despite recent political challenges, and only 9% of Ukrainians want elections before hostilities end, clearly rejecting external pressure to destabilize Ukrainian governance. I ask you to advocate for continued U.S. military and economic assistance to Ukraine and support peace negotiations that include meaningful security guarantees rather than rewarding Russian aggression with territorial gains. The Ukrainian people have made their position clear, and American support should reflect their right to self-determination and territorial integrity.
