Investigate the Trump Administration's Sabotage of CISA Election Security
To: Sen. Moreno, Rep. Joyce, Sen. Husted
From: A constituent in Willoughby, OH
October 20
Investigate the Trump administration's deliberate dismantling of CISA's election security mission before the 2026 midterms. Political appointees at the Department of Homeland Security secretly asked CISA to acquire and hack a voting machine, with instructions not to notify the vendor of any flaws found. A former official said the goal was to "keep it in their back pocket to invalidate any results they don't like." That is not a policy dispute. That is an attempt to corrupt the electoral process.
The damage goes far beyond one request. The administration has laid off more than 1,000 CISA employees, shrinking the agency by a third, and Trump's 2027 budget would cut another $700 million. CISA was nonexistent, in the words of election security expert Ryan Macias, through the entire critical planning window for the midterms. Sensitive data states shared with CISA in confidence was then published by this administration to prop up debunked 2020 conspiracy theories. Arizona Secretary of State Adrian Fontes put it plainly: they cut us off and left us on our own.
This is a constitutional crisis dressed up as budget policy. An administration that guts the agency protecting elections, then tries to weaponize it, has committed exactly the kind of abuse that demands a congressional response. Launch a full investigation, restore CISA's funding and staffing, and pursue every accountability measure available, including impeachment proceedings, against those responsible for this assault on free and fair elections.
