Oppose the OFAC License Allowing Russian Diesel Imports

To: Sen. Kelly, Sen. Gallego, Rep. Crane

From: A constituent in Kearny, AZ

October 9

Reinstate the sanctions on Russian diesel immediately. The Treasury's Office of Foreign Assets Control just issued a temporary general license to allow Russian diesel into global markets — and every barrel purchased puts money directly into the Kremlin's war chest. Sanctions exist precisely to cut off that funding. Waiving them for a diesel deal negotiated with Vladimir Putin is not a price fix; it's a subsidy for the invasion of Ukraine. The deal itself is built on shaky ground. Russia banned its own diesel exports after Ukrainian drone strikes damaged its refineries, and the largest portion of the 4.8 million tons — 3 million tons — is contingent on those refineries being operational. There is no guarantee this supply ever materializes, but the sanctions relief is already real and immediate. The G7 just agreed to release 100 million barrels from emergency reserves, and diesel prices had already dropped 9 cents over the past week. There are legitimate tools available to address prices without rewarding Putin. Use them.
