I am writing as your constituent regarding the Trump administration’s reported decision to pause approximately $259 million in Medicaid funding to Minnesota over alleged fraud concerns. While addressing fraud is important, the unilateral withholding of congressionally appropriated Medicaid funds raises serious constitutional concerns. Under Article I of the Constitution, Congress holds the power of the purse. If the executive branch can suspend funding that Congress has authorized and appropriated, it undermines the separation of powers and sets a dangerous precedent for all states — including Washington. Medicaid is not discretionary political leverage. It provides essential health coverage to children, seniors, people with disabilities, and low-income families. Funding instability threatens patient care, hospitals, providers, and state budgets. I urge you to: 1. Publicly oppose executive overreach in withholding appropriated funds. 2. Demand full transparency from HHS and CMS regarding the legal authority used to pause Minnesota’s funding. 3. Support hearings or oversight inquiries into whether this action violates the Impoundment Control Act or other federal statutes. 4. Introduce or support legislation reaffirming Congress’s exclusive authority over appropriations. This is not simply about Minnesota. It is about whether federal funds can be used as political leverage against states. Please let me know what specific steps you are taking in response to this action.
