The Presidential Conflict of Interest Act, HR 9495, which has now gone to the Senate as S. 4973, seeks to require the President and Vice President to sell off conflicting assets, disclose tax returns, limit presidential pardons involving themselves and their family, and protect nonprofits and prevent the president from going after organizations he disagreed with. The text of the bill also states the need to "Protect the freedom of individuals and organizations to criticize the President, including by amending the law to prohibit the use of the Internal Revenue Service, the Federal Bureau of Investigation, or any other agency to investigate, audit, or make whole or partial public disclosure of any information about the activities of an organization on the basis that such organization or one of its members criticized the President."
