I am writing to demand that Congress immediately and unequivocally assert its constitutional authority in response to recent rhetoric and actions suggesting the United States could seize or take control of Greenland. Such threats are absurd, dangerous, and fundamentally anti-American. Greenland is part of the Kingdom of Denmark, a sovereign nation and a NATO ally. The United States cannot lawfully threaten, coerce, or attack a NATO ally without shredding the very alliance system that has protected U.S. and global security for generations. To do so would violate international law, undermine NATO’s collective defense commitments, and irreparably damage America’s credibility on the world stage. Equally alarming is the constitutional dimension. The President does not have the authority to initiate hostilities or threaten military action on a whim. Article I of the Constitution vests Congress, not the executive, with the power to declare war and to restrain reckless escalation. Silence or inaction by Congress in the face of this rhetoric is itself a failure of duty. This kind of lawless posturing weakens our alliances, emboldens adversaries, and places American service members at unnecessary risk. It signals to the world that U.S. commitments are unstable and that treaties can be disregarded when politically convenient. That is not strength. It is recklessness. I urge you to: • Publicly reject any threat or use of force against Greenland or Denmark; • Reaffirm Congress’s sole authority over acts of war; • Use all available legislative and oversight tools to prevent unconstitutional military escalation; and • Make clear that the United States honors its NATO obligations and respects the sovereignty of its allies. Congress must act now, before irreversible damage is done.
