Uphold Congressional War Powers and Prevent Unauthorized Escalation in Venezuela

To: Sen. Hawley, Rep. Wagner, Sen. Schmitt

From: A constituent in Eureka, MO

December 4

I’m writing to share serious concerns about the administration’s rapid military buildup around Venezuela and the president’s unilateral claim that its airspace is “closed.” Actions of this scale, taken without congressional authorization, conflict with the Constitution’s clear assignment of war-making authority to Congress—not the president. Recent U.S. military movements, covert operations, and comments suggesting that land operations may begin soon resemble the early stages of an unauthorized intervention. Venezuela has already suspended deportation flights, revoked airline access, and responded in ways that disrupt commercial aviation, regional stability, and American interests. History shows how quickly these situations can worsen. Russia’s military positioning before its invasion of Ukraine is a reminder of how a buildup—unchecked and unchallenged—can rapidly escalate into a broader conflict with lasting consequences for civilians, economies, and international stability. The United States should not drift into a confrontation without a clear, lawful mandate. Every member of Congress has sworn an oath to uphold the Constitution. Allowing any president—regardless of party—to bypass Congress on matters of war should concern every elected official. The separation of powers exists to prevent precisely this kind of unilateral military action. I respectfully ask Congress to: 1. Publicly oppose any military action against Venezuela that lacks congressional approval. 2. Conduct immediate oversight of current military and intelligence activities in the region. 3. Reassert Congress’s sole constitutional authority to authorize war. 4. Ensure protections for migrants affected by the sudden suspension of deportation flights. A decision as serious as initiating hostilities must come from Congress, in full view of the American people. Constitutional limits and long-term U.S. interests depend on it.
