After reviewing the details of H.R. 9495, the Stop Terror-Financing and Tax Penalties on American Hostages Act, I cannot recommend supporting its passage. While the intent to provide relief to Americans unlawfully detained abroad is admirable, the provisions granting the Secretary of the Treasury broad authority to unilaterally designate organizations as "terrorist supporting" and terminate their tax-exempt status raises significant civil liberties concerns. Such an expansion of executive power over constitutionally-protected speech and association, without robust due process protections or meaningful judicial review, poses a threat to fundamental freedoms. I urge you to oppose this bill and instead pursue policies that protect both American hostages and constitutional rights through proper constitutional avenues and checks and balances.
