Noem cut funding, 85% of calls went unanswered 2 days in

To: Sen. Schiff, Sen. Padilla, Rep. Carbajal

From: A verified voter in Lompoc, CA

July 12

I’m demanding immediate action regarding Secretary Kristi Noem’s decision to allow FEMA call center contracts to lapse during a deadly flood crisis in Texas. On July 5, FEMA was answering nearly every call. Just two days later, hundreds went unanswered. Vulnerable people couldn’t get help—including those trapped in rising waters—because Secretary Noem refused to authorize routine funding, leaving contracts to expire and phone lines to go silent. This wasn’t a minor bureaucratic hiccup. This was a humanitarian failure that put lives at risk. We are now in hurricane season and heading into years of unpredictable climate disasters. We cannot survive when politicians play budget games with emergency systems. We need you to: 1. Launch hearings on Secretary Noem’s role and decisions during the Texas floods. 2. Urge her removal if she can’t uphold basic public safety. 3. Immediately restore full funding for FEMA, National Weather Service, and emergency alert systems. People needed lifesaving help in those floodwaters—help that never came.
