Please cosponsor H.R. 2508 (ENCRYPT Act)
To: Rep. Mannion
From: A verified voter in Syracuse, NY
October 17
I'm writing as a constituent to ask you to sign on as a cosponsor of H.R. 2508, the ENCRYPT Act.
Rep. Ted Lieu introduced it in March 2025, and right now it has exactly one cosponsor, Rep. Suzan DelBene. It's been sitting in Energy and Commerce and Judiciary ever since, which seems like an odd place for a bill this straightforward to stall.
What the bill does is narrow, and that's largely why I support it. It doesn't create new authorities or new programs. It simply says states and cities can't order a company to build a backdoor into its encrypted products or deliberately weaken its security.
That matters in practice. If one state passes a mandate, companies almost never build two versions of a product. They build the weaker one and ship it everywhere, because running parallel systems is expensive and messy. So one state legislature ends up setting the security standard for the whole country, including for people who never voted there.
I use encryption for fairly ordinary things. Banking, medical records, keeping in touch with family. I'd rather the strength of that protection didn't depend on which state capital passed what last session. Keeping this at the federal level avoids a patchwork where security varies by zip code.
I know encryption fights usually get framed as tech companies versus law enforcement. This one isn't really that. It's about whether a state can compel a company to weaken a product for everyone who uses it.
Would you be willing to cosponsor H.R. 2508? I'd appreciate hearing your position either way.
Thank you for your time.
