Pardon of drug trafficker - why?

The President just pardoned former president of Honduras Juan Orlando. He was serving a ~45 year prison sentence for drug trafficking. Why are we KILLING civilians for stated transport of drugs yet the administration pardons traffickers. Please explain why this criminal was pardoned and how that helps fight this ‘war’ on drugs. Why not capture, detain, charge and jail those transporting drugs?
