Protect the First Amendment from NSPM-7 Overreach

I am writing to urge you to investigate and oppose the implementation of National Security Presidential Memorandum 7 (NSPM-7), specifically the creation of the "NSPM-7 Joint Mission Center." While the stated goal of NSPM-7 is countering domestic terrorism, its broad language regarding "indicia" of radicalization—such as anti-capitalism or criticism of government policy—directly threatens the First Amendment rights of independent journalists and citizen media. By tasking the FBI and IRS to disrupt the "financial networks" of disfavored ideologies, this administration is effectively weaponizing the state to starve independent news outlets of funding and intimidate reporters who cover dissent. Journalism is not terrorism. I request that you: 1 Conduct immediate oversight hearings on the NSPM-7 Joint Mission Center. 2 Defund any provisions of the FY 2027 budget that allow for the surveillance of journalists under the guise of domestic terrorism. 3 Affirm that political dissent and independent reporting are protected activities that shall not be used as predicates for federal investigation. Freedom of the press is the bedrock of our democracy. We cannot allow national security memos to bypass the Constitution.
