living wages and walmart fines

I've been advocating to fine companies that pay a non-living wage as evidenced by their employees qualifying for anti-poverty programs. I read an article in Vox saying this wouldn't solve the wage problem but would instead cause employment discrimination based on public health insurance, and reinforce the exploitative link between employment and health insurance. They might have a point. We do need to fix the wage issue but maybe need to tackle it more directly.
