urge you to oppose the Combating Organized Retail Crime Act, H.R. 2853, also known as CORCA. This bill would expand ICE’s role in local policing and private-sector data sharing, creating new risks of surveillance and immigration enforcement against people in our communities. Organized retail crime deserves a serious response. But CORCA goes far beyond targeted action against theft rings. It creates a new, seven-year DHS coordination center led by an ICE-appointed director and staffed in part by Homeland Security Investigations. The center would coordinate with federal, state, local, tribal, and private-sector entities, including retailers. That structure risks turning everyday retail activity into another pipeline for ICE-linked surveillance and information sharing. Congress should not expand DHS and ICE’s reach into our communities through a retail-crime bill, especially without clear limits on what personal data can be collected, shared, retained, and used for immigration enforcement. Please vote no on CORCA. If Congress considers retail-crime legislation, it should focus narrowly on accountable investigations of organized criminal networks—with enforceable privacy protections, strict data-use limits, independent oversight, and an explicit prohibition on using retail data for immigration enforcement.
