How Many More Must Die in ICE Custody Before Congress Acts?

To: Rep. Carter, Sen. Cornyn, Sen. Cruz

From: A constituent in Leander, TX

January 13

Since January 2025, at least 28 human beings have died while under the custody of U.S. Immigration and Customs Enforcement—an agency that operates under your authority, with your funding, and with your continued silence. Their names matter. Their lives mattered: Genry Ruiz Guillén, 29 Serawit Gezahegn Dejene, 45 Maksym Chernyak, 44 Juan Alexis Tineo-Martinez, 44 Brayan Rayo-Garzon, 27 Nhon Ngoc Nguyen, 55 Marie Ange Blaise, 44 Abelardo Avelaneda Delgado, 68 Jesus Molina-Veya, 45 Johnny Noviello, 49 Isidro Pérez, 75 Tien Xuan Phan, 55 Chaofeng Ge, 32 Lorenzo Antonio Batrez Vargas, 32 Oscar Rascon Duarte, 58 Santos Banegas Reyes, 42 Ismael Ayala-Uribe, 39 Norlan Guzman-Fuentes, 37 Miguel Ángel Garcia Medina, 31 Huabing Xie, died September 29, 2025 Leo Cruz-Silva, 34 Hasan Ali Moh’D Saleh, 67 Josué Castro Rivera, 25 Gabriel Garcia Aviles, 54 Kai Yin Wong, 67 Francisco Gaspar-Andrés, 48 Pete Sumalo Montejo, 72 Shiraz Fatehali Sachwani, 47 These people did not die in war zones. They did not die in natural disasters. They died in U.S. government custody—in detention centers funded by American tax dollars, overseen by federal agencies, and supposedly bound by law. So the American people are demanding answers—now: • Why did each of these individuals die? • What medical care was provided, and when? • Who denied or delayed treatment? • Which facilities are repeat offenders? • Why are elderly detainees and medically vulnerable people being held at all? • How many warnings were ignored before each death? Do not insult the public by calling these deaths “unfortunate” or “isolated.” A pattern this large is systemic failure. When people die repeatedly while restrained, confined, and dependent on the state for basic survival, that is not negligence—it is government-sanctioned cruelty. Congress has the power to investigate. Congress has the power to subpoena. Congress has the power to cut funding, mandate oversight, and shut facilities down. If you choose not to act, then you are choosing complicity. Human rights do not stop at a border. The Constitution does not disappear behind detention walls. And no agency is above accountability—especially one with this many deaths on its hands. How many more people must die before Congress decides this is unacceptable? The American people are watching. History is recording. And silence will not protect you from responsibility. Demand answers. Open investigations. Hold ICE leadership and DHS accountable—publicly and immediately.
