Demand Answers in Congressionally Mandated Foreign Aid: Where’s the Money!?

Today I’m writing to urge you in the strongest possible terms to re-assert the law on monies allocated for humanitarian purposes. They are stalling, and obviously want to offshore or steal this money. The Trump administration, backed by Russell Vought, the Nazi accountant is continuing to flout the law, and the billions already legally allocated, through accounting tricks: Effectively stealing it for nefarious uses. Case in Point: Congress passed a spending bill — which the President signed — mandating billions in foreign aid: $9.4 billion for global health, $5 billion for humanitarian assistance, $524 million for family planning. The administration is defying every line of it. You need to enforce compliance now, using every oversight tool available. The numbers are damning. By end of March, only $190 million of the $9+ billion in global health funding had been obligated — roughly 5% of the historical average for that point in the year. Russell Vought's OMB has labeled $500 million in global health money as "unallocated," blocking the State Department from spending it. PEPFAR staff were given only half the available funds despite a $4.6 billion congressional earmark. A 29-year-old DOGE-affiliated lawyer with no humanitarian experience, Jeremy Lewin, is controlling these payments without Senate confirmation. Meanwhile, $3.2 billion in earmarked funds expires in September if not obligated. This isn't a policy disagreement — it's a constitutional one. The Impoundment Control Act exists precisely to prevent this kind of executive overreach. Republicans are silent. And, by doing so, they are aiding snd abetting a financial crime. Congressional letters have gone unanswered and required reports unfiled. Enlist legal allies and the courts and compel the administration to obligate these funds immediately, demand the overdue reports, and hold hearings that put Vought and Lewin on the record. Stop them from stealing or ‘re-allocating’ these funds into limbo. Thank you.
