I am writing to demand immediate congressional action regarding the fatal shooting carried out by a federal Immigration and Customs Enforcement (ICE) officer in Minneapolis during the current immigration enforcement operation. The killing of a civilian—who was not the subject of an enforcement action—by a federal agent is an extraordinary and deeply alarming use of government power. Publicly available video evidence appears to contradict the federal government’s initial claim of self-defense, raising serious questions regarding the lawfulness, proportionality, and necessity of the use of deadly force. No federal agency is above the Constitution, and no badge confers immunity from criminal accountability. I am formally calling on Congress to: • Immediately open a full congressional investigation into the conduct of ICE and DHS during this operation
• Refer the involved agents and supervising officials for independent criminal prosecution
• Suspend all similar enforcement operations pending the outcome of that investigation
• Require DHS to publicly disclose all body-camera footage, operational orders, use-of-force authorizations, and command-level directives associated with this deployment
• Hold public hearings to examine systemic patterns of excessive force and constitutional violations by ICE Federal law enforcement agencies derive their authority solely from the public trust. When that trust is violated through unlawful or reckless use of lethal force, it is Congress’s constitutional duty to intervene. Failure to act would represent not only a moral failure, but a collapse of civilian oversight of federal power. I expect a written response outlining the concrete steps you will take to ensure accountability, transparency, and justice in this matter.
