A BILL To require independent verification of residential electricity metering as a condition of federal energy assistance funding. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the “Independent Energy Meter Verification Act.” SECTION 2. FINDINGS. Congress finds that: (1) LIHEAP and the Weatherization Assistance Program distribute billions of dollars annually; (2) these programs rely on utility-reported consumption data; (3) consumers have no independent means to verify metering accuracy; (4) independent verification protects consumers and improves program integrity. SECTION 3. CONDITION OF FUNDING. (a) As a condition of receiving LIHEAP or Weatherization Assistance Program funds, each State shall require every electric utility to install on every residential smart meter a passive, read-only verification module. (b) The module shall record the electricity actually delivered to the dwelling in real time and transmit that data simultaneously to the utility, the State utility commission, and the Secretary of Health and Human Services. (c) The module shall not alter, interrupt, or feed any signal into the meter or the grid. (d) Every utility bill shall itemize separate State and Federal fees and taxes for full transparency, similar to a telephone bill. (e) The Secretary shall issue implementing regulations within 180 days of enactment. SECTION 4. ENFORCEMENT. The Secretary may withhold up to 10 percent of a State’s annual allotment for noncompliance. SECTION 5. EFFECTIVE DATE. This Act shall take effect on the date of enactment. Note: Constituent draft for sponsor referral to the House Energy and Commerce Committee.
