I urge you not to pass the Rescissions Act of 2025. This bill proposes significant cuts to critical international food assistance programs that help feed millions of people worldwide. Specifically, the bill would rescind $2.5 billion from the Development Assistance account, with provisions exempting Feed the Future Innovation Labs and the Countering PRC Influence Fund but allowing cuts to food aid like Food for Peace and McGovern-Dole. It would also cut $496 million from International Disaster Assistance, despite language stating these cuts should not impact food aid administration. Slashing funding for these vital programs will exacerbate hunger and malnutrition globally at a time of immense need driven by conflict, climate change, and economic instability. Food insecurity is a major driver of poverty, poor health, and lack of economic opportunity. Maintaining robust investment in food assistance is not only the moral course of action, but key to promoting stability and development in vulnerable regions. I strongly urge you to oppose these damaging rescissions that will undermine food security and human dignity worldwide.
