Appeal for Max Lumens Threshold for Lights on Non-Commercial Vehicles

I live in a suburban-rural threshold area without street lights, and work late/nights. I am visually impaired and have an astigmatism, which makes driving at night difficult- but it’s even more so when oncoming traffic’s LED headlights and accessory lights are brighter than even their own high beams. I can not begin to count the number of times I’ve been flashbanged by oncoming or rear approaching traffic, even when their highbeams aren’t even on! It’s blinding, and leaves streaks in my vision which further poses a danger. I urge you to consider regulative legislation on a maximum threshold of lumens of not just headlight brightness, which I understand is currently a state matter, but the brightness of all lights on non-commercial vehicles. As society relies more on individual passenger vehicles every day, and newer cars are built with brighter and brighter lights for better visibility of the person driving with no regard for others on the road, while our roads themselves remain poorly illuminated, these LED lights are far too bright and pose a major hazard to our collective safety.
