Uphold Constitution, Count All for Fair Representation

To: Sen. Coons, Rep. McBride, Sen. Blunt Rochester

From: A constituent in Newark, DE

July 17

The Constitution's 14th Amendment clearly states that the "whole number of persons in each state" must be counted for the purposes of congressional apportionment and the Electoral College. This unambiguous language requires that all residents, regardless of citizenship status, be included in the census numbers used for these critical functions of our democracy. Attempts to exclude noncitizens from this count are unconstitutional and undermine the fundamental principle of equal representation. I urge you to oppose any legislation that would prevent the full counting of our state's population in the upcoming 2030 census. Ensuring an accurate and complete tally is essential for protecting the voting rights and political voice of every community. Noncitizens are vital members of our society who deserve to be represented fairly. Distorting the census to dilute their influence would be a severe injustice. Let us uphold the Constitution and preserve the integrity of our republican system of government by counting all persons residing in the United States.
