California tax on social media and AI corporations

To: Asm. Haney, Sen. Wiener, Gov. Newsom

From: A constituent in San Francisco, CA

February 8, 2025

Could CA tax AI and social media companies (as entities, because the Supreme Court said they are) based on their value (value = potential to generate income from marketing based on CA users), like online sales tax and cigarette tax, but with each social media company paying or passing it on to advertisers? California could use the funds from those corporations and oligarchs who profit from social media to support research into, and mitigation of, the harm caused by its unregulated aspects, specifically focusing on content not protected by free speech principles, such as threats, calls to violence, and obscenity. Tax levels can be based on the level of social media self-monitoring for unprotected speech and hate.
