On the morning of September 9, 2025, Israel dropped forced displacement leaflets over the heads of the 1 million Palestinians still living in Gaza City. The leaflets ordered every resident to leave and move south to al-Mawasi— an area already overcrowded and still deadly under Israel’s bombing campaign. With the forced displacement of Gaza City, nearly 2 million Palestinians are being forced into just 3% of Gaza’s land— a deliberate attempt to suffocate and trap the population into a corner of an already besieged strip. Gaza City is in stage 5 famine, engineered by Israel through its blockade. Residents are frail, malnourished, and injured, and many are already permanently displaced from their homes, living in tents. For countless families, movement south is simply not possible. In the past week alone, Israel has destroyed 30 multi-story buildings in Gaza City, bombed tent camps, a university, and school shelters. Israel has offered no evidence that Hamas was operating from these buildings. Israel has openly stated its goal: to flatten Gaza City, just as it did to Rafah and the north of Gaza. This is ethnic cleansing— a systematic campaign to ensure Palestinians can never return to their homes. “This is about ethnic cleansing. This is about creating conditions that make impossible the survival of a group. That’s the language of Article III of the Genocide Convention, the third of five acts of violence, that along with intention, constitute genocide. I urge you to: 1. Impose full, comprehensive sanctions on Israel. 2. Enforce a complete two-way trade embargo, ending all import and export activity. 3. Immediately end all arms sales and intelligence cooperation. 4. Ensure unimpeded access for aid and humanitarian organisations, and suspend GHF’s deadly “aid” sites. 5. Unrecognise Israel.
