IN THE SENATE OF THE UNITED STATES Date: July 18, 2026 Mr. [Your Name] (for himself, and others) introduced the following bill; which was referred to the Committee on [Appropriate Committee, e.g., Foreign Relations or Agriculture]. A BILL To establish a Global Food Sharing Program to coordinate international food assistance, donations, and sustainability efforts, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the "Global Food Sharing and Sustainability Act of 2026". SEC. 2. FINDINGS. Congress finds the following: (1) Millions of people around the world face food insecurity, exacerbated by conflicts, climate change, and economic disparities. (2) Coordinated international efforts are essential to efficiently distribute surplus food and resources. (3) Promoting sustainable agriculture through seed donations can reduce long-term dependency on aid. SEC. 3. ESTABLISHMENT OF GLOBAL FOOD SHARING PROGRAM. There is established within the Department of State, in coordination with the United States Agency for International Development (USAID) and the Department of Agriculture, a Global Food Sharing Program (hereinafter referred to as the "Program"). SEC. 4. PURPOSES. The purposes of the Program are— (1) to coordinate quarterly food deliveries to areas in need; (2) to secure donations from importers and exporters of food and agricultural products; (3) to promote sustainability through seed donations and agricultural education; (4) to establish logistics management and funding mechanisms for effective implementation. SEC. 5. KEY PROVISIONS. (a) COORDINATION.—The Program shall coordinate with international partners, including the United Nations World Food Programme, for efficient distribution. (b) DONATIONS.—Importers and exporters shall be encouraged to contribute through tax incentives and partnerships. (c) SEED DONATIONS.—The Program shall facilitate the donation and distribution of high-quality seeds to promote local sustainability. (d) FUNDING.—Funding shall be provided through a combination of congressional appropriations, private donations, and international contributions. The Secretary of State shall submit an annual report to Congress on funding and logistics. SEC. 6. ADMINISTRATION AND OVERSIGHT. The Secretary of State, in consultation with relevant agencies, shall administer the Program and provide annual reports to Congress detailing progress, challenges, and outcomes. SEC. 7. EFFECTIVE DATE. This Act shall take effect 180 days after the date of enactment.
