The establishment of a permanent, independent Office of the Child Advocate is crucial for the safety and well-being of Kansas children. The current Division, formed by executive order in 2021, lacks stability and is vulnerable to changes in administration. A law is needed to ensure its continuity. Concerns about its placement within the Attorney General's Office should be addressed. The office should be empowered to receive complaints, investigate misconduct, and have subpoena powers. Additionally, improving access to mental health, behavioral health, and substance abuse services for children and families is essential. The creation of this office is a necessary step towards a more equitable and just system for our children.
