Congress, and every legislator: AMERICAN ENERGY CHOICE AND OPEN ACCESS ACT - For Mandatory Adoption in All 50 States Purpose: To end the 90-year-old monopoly system created in the 1930s and establish energy as an open source right for every American.WHEREAS, In the 1930s under the Rural Electrification Act, states granted exclusive service territories to electric cooperatives and utilities to bring power to unserved rural areas; and WHEREAS, That was 90 years ago. The infrastructure is now built, but the exclusive territory laws remain, preventing competition and consumer choice; and WHEREAS, In 2026, residents like those in Prosperity, South Carolina are denied service from their own town because a cooperative claims permanent ownership of their address; WE THE PEOPLE PROPOSE THIS MANDATORY FEDERAL LAW: Section 1: End of Permanent Territorial Rights ;No electric utility, rural electric cooperative, or municipality shall hold exclusive, permanent ownership of any geographic territory in the United States. Section 2: Open Source Energy Access Electric service shall be open source and competitive. Any provider licensed and certified for safety and reliability by the state may serve any customer in any state who requests their service. Section 3: Right to Choose Every person in the United States has the federal right n freed to choose their electric provider. No fee,penalty, or co-op bylaw may trump or block that law and choice. Section 4: enforcement of Mandatory Compliance for All States immediately upon passage, all 50 states must amend their utility codes to repeal exclusive territory statutes immediately; States that fail to comply are in breach of constitutional Federal and States laws; this is Civil rights codes of laws (monopolies laws) which is governing dictatorship over people in the USA. This is legislation Resolution to modify concurrent regulation of monopolistic government. Section 5: Worldwide Model Energy of The United States shall present this as a model resolution to International Energy Agency and United Nations, urging all nations to adopt open access, no-territory energy laws. This law recognizes that electricity is not a luxury It is essential. On behalf of all persons in our country THE UNITED STATES of AMERICA -NATIONS
