I am writing to urge you to oppose the SAVE America Act (H.R. 22/S.128), which is scheduled for a House vote during the week of February 9th. This legislation would create unprecedented barriers to voter registration by requiring citizens to present proof of citizenship both when registering to vote and when casting a ballot. More than 21.3 million Americans lack immediate access to documentary proof of citizenship, and over 140 million Americans do not have a passport. The new version of this bill would make it significantly harder for these eligible voters to participate in our democracy. This is not a theoretical concern. The impact would fall disproportionately on specific groups: 69 million women who have taken their spouse's last name do not have a birth certificate matching their legal name, citizens of color are three times more likely than white citizens to lack required documents, and elderly Americans are among those least likely to have passports. The in-person registration requirement would also prevent military members serving abroad from easily registering to vote, a particularly troubling consequence for those defending our country. Disabled people, who already encounter voting difficulties at higher rates, would face even more stringent barriers. Despite claims to the contrary, there is no evidence of widespread voter fraud that would justify these restrictions. When the House passed H.R. 22 in April 2025 with a 220-208 vote, it did so without addressing the real-world consequences for millions of eligible Americans. I ask that you oppose the SAVE America Act and any similar legislation that would disenfranchise eligible voters. Our democracy is strengthened when more citizens can participate, not when we create unnecessary obstacles to registration and voting. Please stand against this bill and protect the voting rights of all Americans.
