I’m writing to urge you to act quickly to protect Massachusetts from the budget impact of recent federal tax changes. Because Massachusetts automatically conforms to many federal corporate tax rules unless lawmakers opt out, the tax cuts in the Big Ugly Bill could cost the state hundreds of millions of dollars that should support essential services like food assistance, health care, and public education.
I appreciate that Governor Healey’s bill, H.4975, is a starting point, but it doesn’t go far enough. It mainly delays some of the largest corporate tax cuts rather than permanently rejecting them, which means the state could still lose major revenue in future years. Other states, like Michigan, have taken stronger action by permanently blocking costly corporate tax breaks so federal tax cuts don’t automatically reduce state revenue. I urge the legislator to strengthen H.4975 by permanently decoupling from the most costly corporate tax cuts and freezing the state’s conformity date so future federal tax changes can’t quietly reduce funding for schools, health care, and other essential services.
