Subject: Demand for National Bottom-Up Financial Audit of U.S. Electricity Sector To: President Donald J. Trump, U.S. Congress, Federal Energy Regulatory Commission (FERC), U.S. Department of Energy, IRS Criminal Investigation, FBI I am requesting a full, public, bottom-up financial audit of the United States electricity industry, from the customer meter to the top holding companies. Official reporting states U.S. retail electricity sales were ∼$514 billion in 2024. When multiplied by all residential, commercial, and industrial meters nationwide paying monthly bills plus taxes and fees, the implied tax collection does not reconcile with reported federal and state receipts. I demand the following audit be conducted and made public: Base Layer - The Meter / Customer - By County, By State County-by-county meter count: Residential / Commercial / Industrial Average monthly bill and kWh per class, per county Total Billed = Meters x Avg Bill Sources to subpoena: EIA Form 861, utility tariffs, utility annual reports to state PUCs Broker / Retail Layer - The Little Dogs Name and ownership of EVERY retail broker/subsidiary operating under the 3 major holding groups and all affiliates For each: service territory by county, gross revenue collected, taxes/fees collected from customers, taxes remitted with proof, net income reported Sources: Secretary of State filings in all 50 states, PUC dockets, SEC filings Utility / Distribution Layer - The Big Dogs Duke Energy, Dominion Energy, Exelon, NextEra, American Electric Power, Southern Company, and all affiliates + Santee Cooper / municipal / co-ops Same as above plus: transmission & distribution charges, intercompany transfers (money moved from little dogs to big dogs), and how it is booked as revenue vs. expense Parent / Holding Company Layer Consolidated revenue vs. sum of all subsidiary revenues - does it match? Federal tax filings - what was collected from ratepayers vs. what was reported and remitted to IRS Sources: SEC 10-K, FERC Form 1, FERC Form 714 The Reconciliation - The Public Page Total Customer Payments (all counties, all states combined) - Energy Cost / Operating Cost - Taxes Remitted (with receipt proof) = Must Equal Reported Net Income + Retained Earnings If: Total Customer Payments x Tax Rate ≠ Taxes Reported to IRS / State DOR → FLAG FOR AUDIT No entity should be above the law. If individual citizens are audited for a $2 discrepancy, billion-dollar utilities and their broker networks must be audited to the same standard. I request this be opened as a joint investigation across State Attorneys General, State Auditors, FERC, DOE, and IRS, with all records posted in a searchable public portal. We need an honest system. We had loopholes we just fix them. It’s our fault.
