The SAVE Act would be detrimental to voter participation and disenfranchise millions of eligible American citizens. It requires all voters to present proof of citizenship documents like a birth certificate or passport every time they register or re-register to vote, including for routine address changes. Over 21 million voting-age U.S. citizens do not readily have these documents available. The documentation requirements would hit communities of color, newly married individuals, and young people hardest. Similar laws in Arizona and Kansas blocked tens of thousands from the voter rolls. The SAVE Act would essentially eliminate mail, online, and automatic voter registration methods widely used today. It imposes criminal penalties on election officials who register individuals without physical proof of citizenship, disincentivizing any meaningful failsafe process. This bill is a severe attack on access to voter registration that must be rejected to protect the freedom to vote for all Americans.
