I urge you to support the Perry–García amendment to the BUILD AMERICA Act. Flock’s expanding network of AI‑driven license plate readers and surveillance cameras is creating a de facto nationwide tracking system, with data pooled across thousands of agencies and communities. Investigations have already shown this infrastructure being used to monitor protesters, people seeking reproductive health care, immigrants, and other vulnerable groups, far beyond its stated public safety purpose. Congress should not be subsidizing or expanding this kind of mass surveillance through transportation or infrastructure funding. At minimum, federal law should block use of Flock’s systems on the general public, prevent warrantless or backdoor data sharing with federal agencies, and protect people exercising First Amendment rights, accessing health care, or simply moving through their communities. The Perry–García amendment is a concrete step in the right direction. Please support it, speak out publicly in favor of strong limits on license plate reader and camera surveillance, and oppose any effort to weaken it. This is extremely important to me, and I will be watching this vote and your public position closely. Thank you for your time and for your leadership on civil liberties and privacy.
