Ban ICE From Impersonating Utility Workers and Civilians Pass legislation explicitly prohibiting ICE agents from impersonating utility workers or other civilian service providers during enforcement operations. In Phoenix, Arizona, ICE agents cut power to a home and knocked on the door posing as utilities workers. That is not law enforcement. That is a con designed to trick people into opening their doors under false pretenses. This tactic puts everyone at risk. Homeowners have no way to distinguish a legitimate utility emergency from a federal trap. It erodes trust in actual utility workers, who now face doors that won't open or worse. And it sets a precedent that federal agents can deceive their way into any situation they choose. Deception-based enforcement is not a gray area — it is a fundamental violation of the relationship between the government and the people it serves. Ban it now.
