I am writing to urge you to oppose the SAVE America Act (H.R. 22/S.128), which is scheduled for a House vote during the week of February 9th. This legislation would create insurmountable barriers for millions of eligible American voters by requiring proof of citizenship both when registering to vote and when casting a ballot. More than 21.3 million Americans lack immediate access to documentary proof of citizenship, and over 140 million Americans do not have a passport. The new version of this bill would make voting significantly more difficult for these citizens despite the complete absence of evidence showing widespread voter fraud. The impact would fall disproportionately on specific groups of eligible voters. Sixty-nine million women who have taken their spouse's last name do not have a birth certificate matching their legal name. Citizens of color are three times more likely than white citizens to lack required documents such as birth certificates or passports. Elderly Americans, one of the demographic groups least likely to have passports, would face particular hardship. Military members serving abroad would be unable to easily register under an in-person requirement. The House previously passed H.R. 22 on April 10, 2025, with a 220-208 vote. Despite insufficient Senate support, there is aggressive lobbying to alter and pass this legislation before midterm elections. This timing reveals the political motivation behind a bill that solves no actual problem while creating massive obstacles for legitimate voters. I ask that you publicly oppose the SAVE America Act and work to ensure it does not advance. Protecting the right to vote for all eligible citizens must take precedence over manufactured concerns about fraud that evidence does not support. Our democracy depends on making voting more accessible, not less.
