SB 428 would force Kansas agencies to share sensitive personal data with federal agencies upon request, bypassing meaningful safeguards, consent, and transparency. This kind of mandatory data-sharing risks exposing families’ private information, chilling access to essential services, and eroding public trust—especially for children, low-income households, and vulnerable communities.
Protecting privacy is not optional. Kansans should not have to fear that seeking healthcare, nutrition assistance, or family support will trigger surveillance or misuse of their data. Decisions about data-sharing must include strict limits, clear purpose, due process, and accountability—not blanket compliance.
Kansas should strengthen privacy protections, ensure data minimization, and require legislative oversight before any expansion of intergovernmental data transfers.
