An Open Letter

As I am sure you are aware, many residents of the state are having financial problems. These are usually due to no fault of their own and are difficult to address through traditional channels. The web is littered with advertising for "money making" games promising to pay users for downloading and successfully playing. The ads carefully state "Results not guaranteed. Payments are subject to rules in the app." However it is usually impossible to either find the rules "in the app", or a developer website stating the rules. Some even offer payments for downloading which never materialize either. I know of many cases where people are "robbing Peter to pay Paul" and make choices hoping a game will help balance their budget. The games creating false hopes are both cruel and dishonest. I propose that New York State put in place a requirement for the companies producing and advertising these games to put their complete "rules for withdrawal" into their "about this app" statements anywhere the app can be downloaded from, i.e. Google Play Store. This would give people a way to realistically determine their chances of successfully receiving payments. I suggest a penalty for violating the state law be an amount significant enough to recompense players for 3 hours of time, being the average a person has to play to earn enough to make playing worthwhile at a rate of the State Minimum Wage for non-tipped employees plus 50%, calculated on the number of downloads of the game beginning the calendar day the law goes into effect, until the calendar day the fine is levied. 50% of the fine would go to the State to offset prosecution and administrative costs, with the remainder going to the state residents who downloaded the game during the applicable time frame. I believe this would either level the playing field to some degree by allowing potential players to determine whether the game would be a waste of their time, or force the game companies to state upfront (required by state law) the payment is not valid for New York State residents. This is a simple thing that could generate a lot of good publicity as to how our state government is working to protect us. Thank you for your time and help.
