A BILL
To ensure protection, safety, security, and transparency in residential natural utility services.
To: Pres. Trump, Sen. Scott, Sen. Graham, and the South Carolina Congressional Delegation
SHORT TITLE: The Residential Utility Transparency and Efficiency Act
FINDINGS:
We the People note that:
Utility companies currently use a digital meter to bill customers, but homeowners have no independent federal-standard meter at the entry point to their home to verify usage.
This lack of transparency prevents citizens from ensuring efficient tracking and adequate service.
All people using these natural utility services deserve protection, safety, security, and transparency.
FEDERAL DIGITAL ENTRY METER REQUIREMENT:
a) The Department of Energy, in coordination with state utility commissions, shall establish a minimum standard for a Federal Digital Utility Meter to be installed at the entry point of any residential dwelling receiving water, gas, or electric service from a regulated utility.
b) This meter shall:
- Provide real-time, consumer-accessible data on usage, flow rate, pressure, and efficiency.
- Be independent of the utility company's billing meter for verification purposes.
- Be accessible via a secure digital display or app at no additional monthly cost to the consumer.
TRANSPARENCY AND ANTI-GOUGING PROTECTION:
Utility authorities must make usage data interoperable with the federal entry meter, and any discrepancy greater than 5% between the billing meter and the entry meter triggers an automatic third-party audit at the utility's expense.
IMPLEMENTATION:
Phased in for all new construction immediately, and for existing homes within 1 years through federal grants to states.
