Reject HR 32 and Protect Communities

To: Sen. Kelly, Rep. Schweikert, Sen. Gallego

From: A verified voter in Phoenix, AZ

April 6

I am writing to express my deep concern about the implications of H.R. 32, the "No Bailout for Sanctuary Cities Act," and its potential impact on vulnerable populations, particularly immigrants. As your constituent, I urge you to oppose this bill and advocate for policies that uphold the humanity, dignity, and rights of all individuals. H.R. 32 proposes to make jurisdictions ineligible for federal funds if they have policies that restrict cooperation with federal immigration authorities or withhold information about individuals' citizenship or immigration status. This includes jurisdictions that do not comply with immigration detainers or fail to notify the Department of Homeland Security (DHS) about an individual's release from custody. While the bill exempts victims or witnesses of crimes from these restrictions, it still undermines the ability of cities to protect their residents and foster trust within communities. The language of the bill effectively penalizes sanctuary jurisdictions for prioritizing the safety and well-being of their communities. By withholding federal funds, H.R. 32 forces local governments to choose between adhering to their values and meeting the needs of their residents. This approach disregards the humanity of immigrants and the critical role they play in our society. Furthermore, the inability of cities to protect individuals from "disappearing"—whether through deportation, detention, or other means—is a violation of human rights and a betrayal of our nation's principles. Sanctuary policies are not about defying federal law; they are about ensuring that all residents, regardless of their immigration status, feel safe seeking help, reporting crimes, and contributing to their communities. I urge you to reject H.R. 32 and support legislation that respects the autonomy of local governments, protects vulnerable populations, and upholds the values of compassion and justice. Thank you for your attention to this critical issue. I trust that you will act in the best interest of all your constituents, including those who are most vulnerable.
