I am writing to express my outrage that former President Trump is openly discussing plans to dismantle critical agencies like USAID, but even more so, I am outraged that Congress has abdicated its Article I powers and oversight responsibilities. It is not within the unilateral power of any president to eliminate an agency created and funded by Congress. Yet over recent years, Congress has repeatedly failed to check executive overreach, regardless of which party holds the White House. USAID plays a vital role in global stability, humanitarian response, and advancing U.S. interests abroad. Any attempt to eliminate or gut its mission should face immediate and rigorous congressional scrutiny, not rubber-stamping or silence. The Constitution vests the power of the purse and the responsibility of oversight in Congress. By failing to exercise these powers, Congress is complicit in the erosion of checks and balances that keep our democracy functioning. I urge you to: ✅ Publicly reaffirm Congress’s role in protecting USAID and other agencies established by Congress. ✅ Push back against any executive attempts to dismantle agencies without proper legislative action. ✅ Commit to reasserting your Article I authority to ensure accountability in government. To your staffers, I say this: If your bosses refuse to uphold their constitutional duty and continue to enable the weakening of Congress, you should consider resigning in solidarity with the Constitution you swore to support. Enabling elected officials who will not stand up to executive overreach is complicity, and history will remember who defended our democratic system—and who stood by while it was dismantled. Congress’s job is to represent the American people, not to serve as a passive bystander to executive power grabs. It is time to step up and do your duty.
