I am writing to demand immediate action to hold accountable the officials responsible for systematic violations of federal law and the Constitution through ICE's mass detention operations. According to a Reuters investigation, federal judges have ruled more than 4,400 times since early October that ICE has illegally detained immigrants. This is not a matter of isolated mistakes but a pattern of deliberate lawlessness that demands the strongest constitutional remedy available. More than 400 federal judges across the country have found these detentions illegal, yet the Trump administration continues to violate court orders with impunity. Chief Judge Patrick J. Schiltz of the US District Court in Minnesota, a conservative jurist appointed by President George W. Bush, documented nearly 100 court orders that ICE violated in just one month during Operation Metro Surge. When a federal agency systematically ignores judicial orders, it undermines the entire constitutional system of checks and balances. The scale of this crisis is unprecedented. Last month alone, immigrants filed more than 6,000 habeas corpus petitions claiming illegal detention without trial. No other month dating back to 2010 had seen even 500 such petitions. ICE custody has surged to 68,000 people this month, a 75% increase since January, with the administration pushing for 3,000 arrests daily to reach 1 million per year. These targets have led to the detention of mostly people with no criminal records, contradicting claims of focusing on dangerous individuals. I urge you to pursue impeachment proceedings under Article 2, Section 4 of the Constitution against President Trump, Vice President JD Vance, Secretary Kristi Noem, Stephen Miller, Tom Homan, and Attorney General Pam Bondi for their roles in this systematic violation of constitutional rights and federal court orders. Additionally, I call on you to defund and dismantle ICE, an agency that has proven itself incapable of operating within the bounds of law. Rep. Ted Lieu has already questioned Secretary Noem about why agents keep violating federal law, and she is scheduled to testify under oath before the House Judiciary Committee in early March. The Constitution provides clear remedies for officials who violate their oaths of office. I expect you to use them.
