I am writing to demand immediate action following the Minneapolis shooting incident on January 14, 2026, where two ICE officers are now under criminal investigation for lying under oath. This case reveals a pattern of false testimony that has destroyed lives and undermined public trust in federal law enforcement. On February 13, 2026, U.S. District Court Judge Paul A. Magnuson dismissed all felony assault charges against Alfredo Alejandro Aljorna and Julio Cesar Sosa-Celis with prejudice after video evidence contradicted sworn testimony from ICE officers. The officers claimed they were attacked with a snow shovel and broom handle, but video evidence and testimony from three eyewitnesses did not support this account. The officer shot Sosa-Celis in the thigh through a closed door. These men faced years in federal prison based on lies. A third Venezuelan man, Gabriel Alejandro Hernandez Ledezma, was detained without a warrant and flown to Texas within hours, allegedly to prevent him from serving as a material witness. ICE Director Todd Lyons acknowledged that lying under oath is a serious federal offense, yet the officers remain unnamed and the FBI has refused to share evidence with state investigators. Meanwhile, Homeland Security Secretary Kristi Noem publicly accused these victims of attempted murder without any investigation, calling it an ambush by three individuals. She has not retracted these false statements. This is not an isolated incident. Court filings show dozens of felony cases against protesters accused of assaulting federal officers have collapsed, and multiple high-profile shootings involving immigration agents have been contradicted by eyewitness statements and video evidence. I urge you to introduce or support legislation requiring independent video review of every ICE use of force incident by investigators outside the agency. Officers who materially lie under oath must face severe criminal penalties, not just administrative leave. Most critically, Congress must freeze ICE funding until the agency implements mandatory independent oversight of all use of force cases. Federal agents who terrorize communities under false pretenses cannot continue operating with impunity.
